The 2025 ACFE Fraud Conference Canada, held from Sunday, November 9 to Tuesday, November 11, 2025, attracts more than 250 professionals involved in identifying, preventing and detecting corporate fraud.

10B: Project Buff: A tale of 200 identities

Project Buff was headed by the Halton Regional Police Fraud Project Team in the spring of 2024. The investigations involved an organized crime group responsible for orchestrating sophisticated SIM swap and account takeover frauds, causing significant financial damage to several of the "big five" banks and individual victims. This case study will explore the investigation from end to end, with the lead investigator speaking to how law enforcement was able to stop this group and dismantle one of the largest and most sophisticated counterfeit document laboratories in Halton Police history.
