Action Plan for Truth and Reconciliation

Our Action Plan for Truth and Reconciliation (APTR) begins to address the intersection of Indigenous Peoples and the Ontario capital markets. Indigenous Peoples have been systematically excluded from equal participation in the economy, including the capital markets. Reconciliation includes continued engagement with Indigenous Peoples and communities to understand perspectives and needs within the capital markets to enhance participation.

Our preliminary vision for Truth and Reconciliation includes:

  • Building a culturally aware, culturally safe, and inclusive workforce reflecting the diversity of Indigenous Peoples and communities in Ontario.
  • Working collaboratively with Indigenous Peoples and communities in Ontario, investors, market participants, and partners to foster a culture of inclusion and investor confidence for the benefit of all.

Five pillars frame our commitments to our vision:

  1. Governance and leadership
  2. People and employment
  3. Education and awareness
  4. Community and economic engagement
  5. Regulatory and policy work

How we got here

We began our journey developing this APTR in 2022 in alignment with the Truth and Reconciliation Commission’s Calls to Action 57 and 92, and our commitments within our business plans. We engaged extensively both internally and externally, including with Indigenous communities and organizations in Ontario, Indigenous-led market participants, and Indigenous and non-Indigenous experts in the capital markets.

Based on insights from these engagements and additional research, we revised our draft APTR as our understanding and relationships with Indigenous communities and organizations grew.

Our path forward

We will consider the feedback received in response to the publication of the draft APTR and anticipate publishing a feedback summary.

Our APTR is strongly reflected in several of the goals set out in our Strategic Plan 2024-2030 and is embedded into our business planning process to hold us accountable for maintaining progress.

As a living document and responsive plan, the APTR will continue to evolve as we listen and learn from Indigenous and non-Indigenous partners. Continued engagement and relationships will help us sustain growth and responsiveness. We will continue to explore sustained momentum and engagement with the plan following publication of the inaugural APTR and time to assess our progress.

You can provide feedback to the OSC on the APTR in several ways:

  1. Attend a roundtable discussion session. Session dates and registration information will be posted shortly on this page.
  2. Request a meeting with us via email to [email protected]
  3. Write a response letter. Response letters should be submitted electronically in PDF or Word format via email at [email protected].

While we will continue to engage and consider feedback on an ongoing basis, in order to consider feedback received and publish our inaugural APTR in fall 2025, we ask that feedback and response letters be provided by October 31, 2025. 

The canoe

The canoe represents our Truth and Reconciliation journey, symbolizing connectivity, collaboration, trade, and innovation. We asked Alex Labelle, a Métis craftsman, to build a small-scale traditional birchbark canoe to breathe life into the metaphor. We will be conducting a naming and launch ceremony to complete the canoe.
